Biography:

My background is in international and domestic legal policy development particularly for the Australian and Queensland Governments.  As a legal specialist at Australia’s Department of Foreign Affairs and Trade, I worked on law of the sea issues including Australia’s submission to the Commission on the Limits of the Continental Shelf and the development of the liability annex to the Protocol on Environmental Protection to the Antarctic Treaty.  I was also the inaugural manager of WWF-Australia’s Antarctic and Southern Ocean Initiative.  I have represented the Australian Government and NGOs at international negotiations and meetings including Antarctic Treaty Consultative Meetings, meetings of the Commission for the Conservation of Antarctic Marine Living Resources, the Assembly of States Parties to the Rome Statute and Australia-New Zealand maritime delimitation negotiations. 

I have taught international law at universities in The Netherlands and Australia have been a research associate at Utrecht University’s Netherlands Institute for the Law of the Sea.  I was also awarded an Italian Government research scholarship to the University of Milano-Bicocca and am a former honorary CRC Research Fellow, Antarctic Climate and Ecosystems Cooperative Research Centre, University of Tasmania.  I have been published in international and Australian journals on a range of topics including maritime delimitation, sovereignty, extended continental shelf regime, underwater cultural heritage, maritime passage regimes and EC fisheries enforcement.  I have also been a longstanding member of the Australian Red Cross’ International Humanitarian Law Committee (Qld).

Research interests:

Oceans governance including areas beyond national jurisdiction, maritime zones, UNCLOS’ extended continental shelf regime, maritime sovereignty and delimitation.
