Jillian Carson-Jackson

Jillian Carson-Jackson is a graduate of the Canadian Coast GuardCollege (Navigation). When she decided to come ashore, her first posting was at Rescue Coordination Centre, Halifax, where she worked as a junior marine control officer. She soon moved to VTS, completing the Canadian Marine Traffic Regulatortraining program and working as a VTSO at Halifax Traffic and Fundy Traffic in Saint John New Brunswick. Jillian was drawn to teaching, and began her VTS teaching career with the Transport Canada Training Institute in Cornwall, Ontario, before moving to the Canadian Coast Guard College in Sydney, NS. During her time at the CCGC, Jillian worked asa Canadian representative to IALA to help develop the VTS Recommendation V-103, and associated model courses and training guidelines. After a decade of teaching, culminating in the position of Superintendent of Marine Communications and Traffic Services Training, Jillian moved to work more closely with IALA as the Technical Coordination Manager.
During her time with IALA Jillian was active in the work of the association, including developments related to Vessel Traffic Services, Automatic Identification System, physical aids to navigation (including conspicuity of lights), Long Range Identification and Tracking and the initial developments of e-navigation. Following the 2006 IALA Conference Jillian moved to Australia to take on the new role of Manager, Vessel Tracking.
Jillian is an Associate Fellow of the Royal Institute of Navigation, an associate member of the Nautical Institute and holds a Masters of Education from the University of Toronto.
